A man in Gilbert, AZ, has been illegally peddling his contracting services across the area. Juan Ordonez, 48, was working without a license and has been arrested for fraud by Gilbert police.
Ordonez showed up to a woman’s home claiming to be an insurance adjuster. According to local news affiliate ABC 15, the potential client recognized his information as he handed her a business card and promptly called law enforcement officials.
The Arizona Registrar of Contractors placed Ordonez on their most-wanted list after receiving multiple complaints from his business, Expert Contracting, LLC.
The customer dissatisfaction dates back to 2013, when consumers began citing poor work and abandonment. An investigation on Ordonez’s business revealed that he collected thousands of dollars from homeowners for projects that his company never completed or even started.
“While investigating [the complaints], the Agency found four instances, from June 29, 2013 to Feb. 27, 2014, where Ordonez accepted payment totaling in the amount of $18,668.40 from the homeowners and never started work at any of the residences,” according AZ ROC spokesman Jim Knupp.
His contracting license has since been revoked as a result of the multitude of customer complaints. The investigation led to a warrant for his arrest for “fraudulent schemes and theft.”
All specialty trade workers must be licensed, no matter their industry. There are over 386,000 plumbers, 190,000 carpenters, 403,000 electricians, and millions of freelance contractors in America. All must have a license to legally work in the U.S.– and Ordonez is no exception.
According to the Arizona Registrar of Contractors, a qualifying party is “a regularly employed person with the necessary experience, knowledge and skills” and is required for a business to obtain a contractor’s license.
The case was sent to the Maricopa County Attorney’s Office. Thanks to the keen eye of one local woman, Ordonez was arrested late last week.
The Maricopa County Attorney’s Office charged Ordonez with one count of Fraudulent Schemes and Artifices, a class 2 felony, and two counts of Theft, class 3 and 4 felonies. According to the Form IV, an arrest warrant related to the charges was issued in Nov. 2015.
Arizona Public Access Records show an arraignment hearing is currently set for Jan. 28, 2016.
